Across Hillsborough County: Homes, Flood Zones and Access

The areas we cover, how city and unincorporated addresses differ, how homes change across the county, and what flood zones and access mean for a repair.

TrueFix Tampa5 min read

Hillsborough County looks like one big metro on a map, but the homes inside it differ a lot from one area to the next. A 1920s bungalow in Seminole Heights, a 1960s ranch in Town 'n' Country, a high-rise condo in the Channel District and a two-story house in a Riverview subdivision all put their appliances in different places, and each comes with its own access questions. This guide covers where we work in the county, how it is organized, and what those differences mean when an appliance needs repair.

Where we work

In Hillsborough we group our coverage into five areas:

Lutz and Odessa sit on the Pasco County line, so we list them with Land O' Lakes under Pasco. The service areas page lists every ZIP code we cover, in Hillsborough and in the neighboring counties.

City, town or unincorporated?

Hillsborough has three incorporated cities, and all three are on our map: Tampa, Temple Terrace and Plant City. Brandon, Riverview, Town 'n' Country, Westchase, Valrico, Ruskin, Apollo Beach, Gibsonton and Sun City Center are unincorporated communities governed by the county, not cities of their own and not neighborhoods of Tampa. Many of their mailing addresses still read "Tampa, FL," which confuses people. A Town 'n' Country address in 33615, for example, is outside the city limits.

For an appliance repair, this mostly matters for utilities. The City of Tampa Water Department serves the city and some nearby unincorporated areas. Hillsborough County Public Utilities serves most of the unincorporated county. Temple Terrace runs its own water plant, and Plant City has its own utility. Tampa Electric supplies power across most of the county. If a problem might be on the utility side, such as a low-pressure water supply or a power issue affecting several appliances, it helps to know which utility to call.

How the housing changes across the county

Most homes built here since the war are concrete block and stucco on a slab, and nothing in the county has a basement. Within that, there's a lot of variety.

South Tampa. Hyde Park dates to the 1880s, with historic homes and bungalows. Davis Islands was built in the 1920s and has Mediterranean-style homes alongside newer ones. Older kitchens and laundry spaces were often remodeled around appliances that have to fit original openings, so the exact dimensions matter when a replacement comes up.

Seminole Heights and Tampa Heights. Mostly Craftsman bungalows built between about 1919 and 1929. These houses predate washers and dryers as standard equipment, so laundry hookups were added later, wherever they fit, and the space around them can be tight.

Downtown, Channel District and Ybor. A mix of mid- and high-rise condos and apartments, plus historic cigar-worker houses in Ybor. Condos often have stacked washer-dryers or compact units in a closet.

Town 'n' Country and Carrollwood. Large numbers of ranch homes and townhouses from the late 1950s through the 1970s. Laundry is commonly in the garage or a utility room off the kitchen.

Westchase and New Tampa. Master-planned, deed-restricted HOA communities built from the 1990s on. Many homes are two-story with the laundry room upstairs, which means a washer leak can damage the ceiling below.

Brandon and Riverview. Brandon grew quickly from the 1960s through the 1980s. Riverview's growth came later, with many newer subdivisions added after 2000.

Flood zones and storm damage

Hillsborough County uses hurricane evacuation zones A through E. Bayfront areas like South Tampa, Port Tampa, Town 'n' Country, Palm River, Gibsonton and Apollo Beach have large portions mapped in Zone A. In 2024, Hurricane Helene's storm surge flooded parts of Davis Islands, Bayshore Boulevard and Apollo Beach. Hurricane Milton brought no surge to Tampa, but its record rainfall flooded the Alafia River, which runs near Riverview and Valrico.

If an appliance has sat in floodwater, leave it unplugged and switched off. Water and silt get into motors, controls and wiring, and powering a flooded appliance can be dangerous. Have it inspected first. Our hurricane season guide covers preparation and the checks to make after a storm.

Access: gates, HOAs and high-rises

Tell us about access when you book.

  • •Gated communities. Some neighborhoods, especially in the master-planned communities, have a gate. Share the code or add us to the gate list.
  • •Condos and apartments. Many buildings require service vendors to check in, use a service elevator, or schedule with the management office. Ask what your building needs.
  • •Rentals. For student rentals near USF, military families around MacDill, and other rentals, the owner or property manager usually needs to approve a repair. Have their contact details ready.
  • •Seasonal homes. If a home has been closed for months, a refrigerator or washer may show problems only when it's started again. Running each appliance through a cycle soon after arriving helps catch issues early.

Where our Hillsborough coverage stops

A few parts of the county aren't on our list: FishHawk and Lithia, Seffner, and addresses on MacDill Air Force Base itself. Across the county lines we also cover St. Petersburg, Clearwater and mid-Pinellas, much of Pasco, and Spring Hill in Hernando; the service areas page has the full list. Polk and Manatee are outside our area.

How a visit works

Wherever you are in the county, the visit runs the same way: the technician tests the appliance in your home, tells you what broke and what fixing it costs, and waits for your go-ahead. If the repair isn't worth doing, we'll say so. Because we're independent rather than a brand's authorized servicer, anything still under the maker's warranty should go to the maker first.

Common questions

My address says Tampa but I'm in an unincorporated area. Am I covered?

If your ZIP code is on our service areas list, yes. Many unincorporated communities use Tampa mailing addresses.

Do you work in Plant City?

Yes. Plant City and the farm country around it are one of our Hillsborough areas. Homes on a private well should mention it when booking, because well water changes how we look at fill valves and inlet screens.

Want a Technician to Look at It?

Book with the brand, the model tag and what you're seeing. At your home we find the fault, explain it, and give you a price. Nothing gets repaired until you approve it.
